Looking at the datasheet for the LH7A404N0F000B3 device it is a ROM-less microcontroller, meaning that there is no non-volatile memory area inside it to program.

"ARM9® BlueStreak ; LH7A Microcontroller IC 32-Bit Single-Core 200MHz ROMless 324-LFBGA (17x17)"

What is it that you need to do with this device?
