Can I ask you to check the levels of the signals according to the datasheet, Section Monitor > ROM, Monitor mode entry, PTC0, PTC1 level:
Check datasheet, Section: Monitor ROM, Monitor mode entry, PTC0, PTC1 level.
Try to isolate COM pin PTA0 using a jumper instead of a resistor.
Try DIV4 PTC3 level.
Try a slower comm speed.
Try to lower or omit the C2 capacitor in reset circuit.
If you continue to have problems then I would recommend to use off-board programming.
