Using PG4UW V3.81 I want to test some standard LPTTL parts but I find the Device menu option "IC Test by test vectors" is disabled.

Manual says "First select an appropriate library..." but I don't see a "Select library" option, only "Select/default" and "Select device". And under these options I don't find anything resembling a LPTTL part number.

How do I enable the "IC Test by test vectors" command?

The Dataman-40Pro only has the capability to test static RAM devices: 6116 .. 624000

You would need to consider the Dataman-48Pro2C or above models in order to gain the ability to test other devices types:
TTL type: 54,74 S/LS/ALS/H/HC/HCT series
CMOS type: 4000, 4500 series
Static RAM: 6116 .. 624000
User definable test pattern generation
