AT89C52 issue

Device: Atmel AT89C52 (VPP=12V)
Package: PLCC44
The device programs, verifies, reads, and erases when the supplied DIP40/PLCC44 fixture is used.
Our custom DIP40 to PLCC44 socket fixture does not have P3.0 to P3.5 (PLCC44 pins 11 to 17). P3.0 and P3.1 are RXD and TXD.
In accordance with the data sheet these pins are not required for programming. Using this fixture we can erase, read, verify but cannot program the device.
??? Does the Dataman use the MCU's UART port during programming ???
Note this is the "C" and requires parallel programming.
